The need for the project arises from the large number of at-grade railroad crossings that cause traffic delays, which have a negative impact on economic productivity and emergency response times. The high potential for train/vehicle collisions, potential impacts of a hazardous material spill, and negative impacts on emergency service operations are all safety concerns that must be considered.
In the short-term, the construction of the grade separation structures at Sixth Street, Hart Street and Fifteenth Street would address the most serious of the train/vehicle conflict points. In the long-term, the circulation plan would lay a foundation for the future reduction of other train/vehicle conflicts and identify potential future projects.
